A question of, "Should police start a name and shame the gang members," campaign and get the bars and restaurants to not allow gang members into their places of business. Jim finds this to be dangerous to the employees of these establishments as it takes the policing and puts it into the hands of citizens with no way for these citizens to protect themselves from retaliation. This documentary won the Runner-up Award at the New York Film and Television Festival in 1992.
